This page provides the latest information regarding details and status of the planned solicitation and award of multi-year Basic Ordering Agreements (BOAs) for professional support services at the B&W Y‑12 National Security Complex (Y‑12) in Oak Ridge, Tennessee.

Background
The objective of the procurement action is to establish one or more BOAs with qualified small business firms able to provide as-needed professional support services to augment existing staff at Y‑12 in Oak Ridge, Tennessee. Professional support services are used when it is necessary to supplement the Y‑12 work force for a period of time, when it is necessary for Y‑12 to direct the work process, and/or when Y‑12 cannot sufficiently define the work to use a contractor-directed performance-based subcontract.
Estimated level of effort
For the 2-year base award with the three 1-year option periods, the estimated yearly level of effort is 170,000 direct labor-hours. Labor categories include:
- Engineers — chemical, civil, electrical, environmental, industrial, mechanical, quality, safety, health physicist, radiological
- Nuclear engineers
- Scientists
- Professional occupations — analyst coordinator, accountants and auditors, architects, buyers/subcontract administrators or specialists, communications specialists, compliance inspectors, personnel and labor relations specialists, readiness review leader, trainers, transportation specialist
- Planners and schedulers — cost estimators, schedulers, decommissioning and environmental restoration work planners, maintenance work planners
- Industrial hygienists/safety professionals
- Safeguards and other security specialists
- Project leader/manager
- Technicians — environmental sciences technicians, industrial safety and health technicians, laboratory technicians
Source selection strategy
This procurement will be a total small business set-aside using the North American Industry Classification System (NAICS) code 541330, Engineering Services, Military and Aerospace Equipment & Military Weapons, with the small business size standard of $25 million. Award(s) will be made using competitive negotiations in accordance with best value/tradeoff evaluation criteria.
To determine whether or not each offeror has a reasonable chance of winning an award, initial offers will be screened using the criteria listed below. Documentation of the offeror's ability to satisfy these criteria will be assessed on a go/no go basis.
- Offerors shall demonstrate that they are able to meet the NAICS small-business size standard. If teaming partners and/or subcontractors are contemplated, the small business must be able to perform at least 50% of the labor cost under the BOA. If the teaming arrangement is a joint-venture, all members of the team shall be a small business.
- Offerors or leaders of a team shall provide documentation clearly demonstrating that each teaming member has at least 5 years documented relevant experience in providing and recruiting staffing personnel.
- Offerors shall provide a statement agreeing to establish and/or maintain an office within a 45-mile radius of the Y-12 site.
- Offerors and each subcontractor/team member shall submit with the offer a completed and signed “Letter of Intent to Perform as a Subcontractor/Teaming Partner” or “Joint Venture Disclosure Affidavit” as applicable.
- Offerors shall submit pricing on at least 50% of the labor categories in all five of the grade levels set forth.
