Infrastructure Reduction and Modernization contribute to the long-term viability of the Y-12 National Security Complex through more effective use of new and existing facilities and the elimination of excess facilities and their attendant costs. The initial goal of the IR program of reducting the Y‑12 footprint by 500,000 sq. ft. was achieved at the end of FY 2002. Additionally, the footprint has been reduced by more than 1.1 million sq. ft., 923,000 of that by demolishing 250 buildings.

The IR organization continues to focus on the Y‑12 Facility and Reduction Plan to determine how best to deploy available resources to realize term strategic goals. The plan, first published in April 2002 and updated annually, describes the present usage and potential resuse strategies for Y‑12 facilities. Funding for demolition is provided by the National Nuclear Security Administration's Facilities and Infrastructure Recapitalization Program. An annual Project Execution Plan for Y‑12 Excess Facilities Projects describes implementation actions necessary to carry out the FIRP.

Demolition of surplus buildings directly supports the Y‑12 mission by reducing the site footprint, improving the site's safety posture, lowering total ownership costs, clearing future facility sites for beneficial reuse, and improving the ability to manage the facilities remaining on the Y-12 site.

Infrastructure Reduction project managers are assigned to each of the projects, and a variety of approaches are being used to accomplish the significant increase in work load brought about by the demolition of a large number of facilities in just a few months. The PEP identifies both the project manager for each of the buildings being demolished and the demolition schedules.
