Fact Sheet

Infrastructure Reduction has successfully demolished a number of old and deteriorated buildings, and plans are being developed to continue through the next few years at an increased rate. In addition, several areas have been cleaned up that will not be reused, buildings have been identified for reuse, trailers have been removed from the site, and other activities are being explored, such as using outside consulting help to determine alternate paths for disposing of excess equipment and materials.

2007 Goals

Goal:   Reduce excess facility and structure inventory

Progress:

  • Plans are to demolish an additional 7 buildings in FY 2007 containing 103,000 square feet.
  • Building 9201‑3 continues to be identified for reuse and continues to be utilized at capacity.

2006 Archived Goals

Goal:   Reduce excess facility and structure inventory

Progress:

  • 6 buildings have been demolished or removed containing a total of 31,870 square feet.
  • Plans are to demolish an additional 7 buildings in FY 2006 containing 77,249 square feet.

2005 Archived Goals

Goal:   Reduce excess facility and structure inventory

Progress:

  • 246 buildings and modular offices have been demolished or removed containing a total of 892,870 square feet.
  • Plans are to demolish an additional 13 buildings in FY 2006 containing 109,119 square feet.

Goal:   Identify reuse capabilities for structurally sound facilities

Progress:

  • Demolition of 9704-2 required extensive reuse of all available existing buildings with office space to house the displaced occupants temporarily, including ORNL at Y‑12 buildings.
  • New Buildings are planned and although many wooden structures will be demolished when the new buildings are completed, the concrete and brick structures will remain for reuse.
  • Building 9201-3 has been identified for reuse and continues to be utilized at capacity.
  • Warehouses are being evaluated for reuse or reduction.
  • Building 9720-8 is partially demolished and as the remainder of the building will be demolished, storage of necessary materials and equipment is being relocated to buildings with reuse potential.

2004 Archived Goals

Goal:   Reduce excess facility and structure inventory

Progress:

  • 138 buildings and modular offices have been demolished or removed containing a total of 581,000 square feet.
  • Plans are to demolish an additional 30 buildings in FY 2004 containing 112,000 square feet.

Goal:   Consolidate work space through identification of unused or underused areas

Progress:

  • Additional ORNL at Y‑12 buildings are being evaluated for transition to Y‑12 as ORNL continues to plan for leaving the Y‑12 site.
  • Buildings 9204-1, 9401-1 and 9999-3 have been occupied and the responsibility for operations transferred from UT-B to BWXT Y‑12.
  • Alternate financing is providing an extraordinary opportunity for consolidation of operations and demolition of resulting excess facilities.

Goal:   Remove temporary structures

Progress:

  • Sold or demolished 42 trailers. Efforts continue to remove as many temporary structures as possible.

Goal:   Identify reuse capabilities for structurally sound facilities

Progress:

  • Building 9201-3 has been identified for reuse. Several operations were consolidated into that building, making available 14 buildings to be evaluated for reuse or reduction.
  • Portions of the basement of Building 9204-4 have been cleaned out, and the materials consolidated there from other buildings.
  • Further consolidation continues as buildings such as 9720-8 are planned for demolition.

2002–2003 Archived Goals

Goal:   Reduce excess facility and structure inventory

Progress:

  • Demolished 30 buildings and removed 37 trailers as of 9/30/02.
  • Demolitions of 60 buildings were completed in FY 2003.
  • Buildings are being demolished in all three major areas of the Y‑12 Complex, and still more buildings are being prepared for demolition by moving people and removing equipment and materials.

Goal:   Consolidate work space through identification of unused or underused areas

Progress:

  • Additional ORNL at Y‑12 buildings are being evaluated for transition to Y‑12 as ORNL continues to plan for leaving the Y‑12 site.
  • Building 9204-1 is being cleaned out and will be the next candidate for transfer.

Goal:   Terminate off-site leases, consolidating activities on site

Progress:

  • Off-site leases continue to be terminated as we schedule moves onto the site.
  • Consolidation continues as office space is made available as ORNL leaves Y‑12 buildings.
  • Movement of people and materials from buildings scheduled for demolition also continues.

Goal:   Remove temporary structures

Progress:

  • Sold or demolished 42 trailers. Efforts continue to remove as many temporary structures as possible.

Goal:   Deactivate facilities and transfer to EM

Progress:

  • Two facilities (9401-02 and 9213) were transferred to EM effective October 1, 2001. Materials from 9720-14 have been placed in Building 9204-4. The long-range study to determine the optimum reuse for Building 9204-4 is expected to recommend added storage capacity in that building to enable transfer of stored materials from several buildings.

Goal:   Identify reuse capabilities for structurally sound facilities

Progress:

  • Building 9201-3 has been identified for reuse. Several operations are being consolidated into that building, making available 14 buildings to be evaluated for reuse or reduction.
  • Portions of the basement of Building 9204-4 have been cleaned out, and the materials from Building 81-22 have been placed there.
  • Building 81-22 has been demolished.
  • The inactive equipment located in Building 9204-4 has been inventoried and is being considered for disposal.
  • Two presses were removed from Building 9207 as consolidation from other buildings scheduled to be demolished caused that area to be examined closely for adequate space. The presses were transferred to another government contractor, thus freeing space for further consolidation in Building 9709

Goal:   Consolidate hazardous and waste accumulation areas

Progress:

  • Plans are to remove legacy low level waste and to transfer to Bechtel Jacobs for disposition. So far, 320 legacy low level waste containers have been transferred to BJC or their subcontractors since October 1, 2002. The work off of legacy low level waste will continue until all is transferred to BJC or disposed of, 709 legacy low level waste containers remain to be transferred.
  • The Y‑12 Clean Sweep Program has cleaned numerous areas within the Y‑12 Complex, with several areas still in progress. Ten of the areas cleaned were part of the FY 2002 Performance Based Incentive (ESH-02-4). During the cleanup of the 9720-6 area, a basic order and agreement (BOA) was established with DOE. This is a nationwide BOA to process both noncontaminated and contaminated-encumbered materials that have some asset value, with the objective to reuse and recycle material instead of burying it. About 34 roll-offs and 12 flatbed trucks of material were removed as a part of the BOA. About 276 tons of scrap metals also were removed from the 9201-1 area.
  • During the last year, the Clean Sweep Program has continued cleaning up many additional areas within the Complex. The majority of the materials and waste identified during the cleanup activities were contributed or associated with Maintenance field activities. In an effort to be proactive and to eliminate the unsightly junk piles before they develop, the Clean Sweep Program developed an initiative to dispose of "clean" waste and materials generated as a result of maintenance work conducted in the field. This initiative offers to the Maintenance customers a turn-key service to disposition materials generated from Maintenance Job Requests (MJR) as part of the work activities.
  • During the week of February 9, 2003, the Clean Sweep Program identified approximately five areas within the Complex that had excess janitorial and laundry supplies. These areas were cleaned out and the equipment surveyed, serviced, and either disposed of or put back into service.
  • The Clean Sweep Program cleaned up miscellaneous debris from the MSI yeard located on the West end of the complex. Cleanup activities included removing vines, shrubs, and debris around the perimeter fence and inside the yeard, redefining the area, posting new signs, and clearing the area so that Radcon can monitor and maintain the yard.
  • The Clean Sweep Program supported a "Housekeeping Week" conducted during the week of October 14, 2002. Guidance on preparing materials for pickup was issued. The following roundups were conducted to support this initiative: wooden pallets, cardboard, broken furniture, recyclables (paper, cardboard, cans), and scrap metal.
  • The outside laydown area around Building 9720-16 was identified as a candidate for the Clean Sweep Program. Material and waste from various organizations has been stockpiled around the building.
  • The Clean Sweep Program provided labor and truck drivers to help facilitate the movement of trash, sheet rock, ceiling activities occurred in Building 9769E with the excess of large quantities of equipment and material to make way for the dislocated occupants of 9115.
  • The Clean Sweep Program cleaned up the remaining waste and debris from the 9720-2 Pad. Cleanup included pumping water from 15 drums, collecting 3 B-25 boxes of dirt and gravel, approximately 8 loads of wood, 1 truck load of scrap metal, and 2 dumpsters of sanitary/industrial waste, and removing various types of waste and chemicals, including RCRA-regulated and asbestos waste.
  • The Beta-4 Cross-tie area included the removal of about 70 clean rails. Also 15 B-24 boxes of radiologically contaminated cross-ties, rails, and debris were packaged and processed for disposal. A contract has been let to disposition these 15 boxes of railroad debris. Removal will begin the week of 9/8/03 and will be completed by 9/30/03.
  • In an effort to assist the Complex in cleaning up and disposing of waste and materials, blanket 2109 forms for processing waste to the Y‑12 Landfill were implemented for the pickup and disposal of generic type materials. The implementation of the blanket 2109s assists the Complex in timely removal of materials such as unusable broken furniture and textiles.
  • Approximately 350 radioactively contaminated pallets were removed from the Y‑12 site through a mechanism put into place by Waste Operations. BNFL, through a contract with BWXT Y‑12, picked up the pallets and delivered them to their site at ETTP.
  • Three additional contracts are being worked to remove and disposition laundry, metal, and equipment in the same fasion as the pallets above. Statements of Work have been bid through a mechanism that prequalified several vendors to support such work. Each Statement of Work will be let as a separate contract to disposition radioactively contaminated materials.
