Management changes at the Y-12 Site Office announced

Kenneth D. Ivey, Jr. and Donat R. St. Pierre have been named to senior management positions in the National Nuclear Security Administration’s Y-12 Site Office (YSO).
Y-12 is a key facility in the U.S. Nuclear Weapons Complex and is responsible for ensuring the safety, reliability, and security of the nuclear weapons stockpile and serves as the nation’s primary repository of highly enriched uranium. The YSO is responsible for program oversight, contract and administrative management, and technical evaluation and assessment to meet this mission.
Ivey has been named Assistant Manager for Programs. In this position, he is responsible for all Defense, Nuclear Nonproliferation, Facility Infrastructure and Recapitalization, and Naval Reactors fuel supply programs. These programs have an annual budget of approximately $700 million. He replaced Terry Olberding, who is currently serving as Acting YSO Assistant Manager for Administration.

Donat R. St. Pierre
Donat St. Pierre has been named Assistant Manager for Safeguards and Security for YSO, replacing Ivey. In this position, St. Pierre is responsible for implementation of Defense Nuclear Security and NNSA cyber security programs for facilities under YSO management, including the Y-12 site and Oak Ridge Central Training Facility. These programs have an annual budget of approximately $160 million.
Ted Sherry, YSO Manager, said, “Ken brings a wealth of knowledge and experience to his new position as Assistant Manager for Programs from his strong background in nuclear operations as well as his experience in safety and security.”
Ivey has more than 23 years of experience in the nuclear industry, both with the U.S. Nuclear Regulatory Commission and later with the U.S. Department of Energy at Y-12. At the NRC, Ivey served as a reactor inspector at commercial nuclear power plants in the western U.S. and as the resident inspector at the Palo Verde Nuclear Generating Station in Arizona and at TVA’s Browns Ferry and Watts Bar Sites in Alabama and Tennessee. He also served in the NRC Office of Special Projects. He joined DOE at the Y-12 Site Office in 1995 as a facility representative and later served as Assistant Manager for Operations Management and Assistant Manager for Technical Services. He was named Assistant Manager for Safeguards and Security in 2004.
Ivey is a native of Clinton, Tennessee, and received a bachelor of science degree in nuclear engineering from the University of Tennessee in 1983. He and his wife, Aleta, live in Knoxville. They have a son and daughter.
St. Pierre has held technical security related positions with the U.S. Secret Service and with DOE in Germantown, Maryland and Oak Ridge. He began his career as an engineer with the DOE Office of Nonproliferation and National Security. He joined DOE’s Oak Ridge Office in 1999 as an engineer and later as Associate Director for Safeguards and Security, providing management and oversight of security programs for DOE facilities in Oak Ridge, Tennessee, Paducah, Kentucky, and Portsmouth, Ohio. He joined the YSO staff in 2001 as a security specialist and later served as a security program manager, initially serving as the office’s Security Officer.
St. Pierre is a native of Loudon, Tennessee and graduated from the University of Tennessee with a bachelor of science degree in electrical engineering in 1991. He serves as a coach and referee for the American Youth Soccar Organization, has been an active supporter for Habitat for Humanity projects in Loudon County, and is an active volunteer for the Concord United Methodist Church. He and his wife, Stacey, have a son and a daughter. They live in Knoxville.
Sherry said, “Donat is a highly respected security professional. With his experience and expertise, I am confident that Y-12 will continue to be a recognized leader in the DOE complex in safeguards and security related programs.”
