Y-12 signs four new agreements

B&W Y-12 signs four new mentor-protégé agreements

B&W Y‑12 today signed its 24th Mentor-Protégé agreement, the most for any site in the National Nuclear Security Administration’s Nuclear Weapons Complex.

The event, held today in Oak Ridge, included Darrel Kohlhorst, president and general manager of B&W Y‑12, and the presidents of the four small businesses.

The Department of Energy Mentor-Protégé Program is designed to encourage DOE prime contractors to assist small disadvantaged firms certified by the Small Business Administration (SBA) under Section 8(a) of the Small Business Act, which includes women-owned small businesses, historically black colleges and universities and other minority institutions of higher learning and small business concerns owned by service-disabled veterans.

The program provides B&W Y‑12 a mechanism for entering into integrated working agreements and for providing non-financial assistance to these entities. The agreements are designed to enhance the protégé’s business and technical capabilities, and to foster long-term business relationships between these small businesses or universities and DOE prime contractors.

Kohlhorst said the agreements “will significantly contribute to Y-12’s achieving its objectives of promoting technological growth and business development opportunities. The Mentor-Protégé Program allows B&W Y‑12 to work as a partner with small business to achieve our customer’s missions and also provides a platform for B&W Y‑12 to assist small businesses increase their capabilities and meet their future business opportunities.”

Companies signing agreements were:

  • Omega Consultants, Inc. — A woman-owned small business providing operations, management, engineering, government compliance and accredited training services to DOE and NNSA customers throughout the complex. The company’s headquarters is located in Knoxville.
  • Spectra Tech, Inc. — A certified 8(a) and small disadvantaged business with headquarters in Oak Ridge. The company provides engineering, environmental and nuclear operations and support services for DOE, NNSA and DoD customers. The company has office locations in Mobile, Alabama and Colorado Springs, CO.
  • Street Legal Industries, Inc. — A certified HUB Zone and woman-owned small business with headquarters in Knoxville. The company specializes in providing environmental and remediation services, engineering, management and training support for its DOE customers.
  • Visionary Solutions, Inc. — A certified 8(a) small disadvantaged business with headquarters in Oak Ridge. The company specializes in hazardous and radioactive waste and material transportation services, training and technical support to government and commercial clients.

Also, as part of the program, seven protégés will be graduating from the B&W Y‑12 program:

  • American Defense Services, Inc.
  • East Tennessee Mechanical Contractors, Inc.
  • Environmental, Safety and Health, Inc.
  • G2 Engineering & Management, Inc.
  • Haselwood Enterprise, Inc.
  • LeGacy Resource Corporation
  • MS Technology, Inc.

The signing and graduation ceremony was held during the annual Mentor-Protégé Forum, which was attended by representatives from all of B&W Y‑12’s protégé companies, Y‑12 senior managers, DOE/NNSA managers and public officials.

B&W Y‑12, a limited liability enterprise of The Babcock and Wilcox Company and Bechtel National Inc., operates the Y‑12 National Security Complex for the National Nuclear Security Administration.
